Most projects in emerging markets do not fail for lack of merit. They fail because capital, technical assessment and delivery capacity never arrive together. Each is sound on its own and insufficient alone: capital without assessment funds the wrong thing, assessment without delivery produces a report, delivery without oversight produces a dispute.
